Upper Kotmale Hydro Power Project IICabinet granted approval to a memorandum submitted by the President Mahinda Rajapaksa as the Minister of Finance and Planning to enter into a Loan Agreement with the Japan International Cooperation Agency (JICA) to obtain Japanese Yen 4,522 Million (approximately Rs.5,700 million) to meet the additional funding requirement of the Upper Kotmale Hydro Power Project and to re-lend the proceeds of the loan to Ceylon Electricity Board on terms and conditions laid down by the General Treasury. |

The Minister of Export Promotion and International Trade Professor G.L. Peiris pointed out that the Opposition pledge of not giving two thirds majority to the Government at the upcoming parliamentary election clearly shows they have already admitted they are not in a position to win it.
